RE: A STRATEGIC APPEAL FOR SPECIAL ECONOMIC STATUS FOR LAGOS AND OGUN STATES – UNLEASHING NIGERIA’S ECONOMIC POTENTIAL
Your Excellency,
I write with the highest respect for your office and with a deep conviction that Nigeria’s next phase of economic transformation will depend not only on broad national reforms, but also on our willingness to identify and deliberately strengthen strategic economic corridors capable of driving national prosperity.
It is in this spirit that I respectfully submit for Your Excellency’s consideration a proposal for the granting of Special Economic and Development Status to Lagos and Ogun States, in recognition of their exceptional and interconnected contribution to Nigeria’s economy.
This proposal is not a request for privilege. It is a call for strategic national investment in an economic engine whose performance has consequences far beyond the boundaries of the two states.
Lagos and Ogun: One Economic Ecosystem
Your Excellency, Lagos and Ogun are no longer simply neighbouring states separated by an administrative boundary. They have evolved into a single, highly interconnected economic ecosystem.
Lagos is Nigeria’s foremost commercial, financial, and business centre, with immense strengths in finance, technology, trade, telecommunications, entertainment, professional services, and international commerce. It is also a critical gateway through which goods, capital, people, and ideas enter and leave Nigeria.
Ogun, on the other hand, has emerged as a major industrial and manufacturing hub. Its proximity to Lagos, availability of land, and expanding industrial infrastructure have attracted manufacturers, logistics companies, agricultural enterprises, and other investors seeking opportunities for large-scale production.
The economic relationship is therefore naturally complementary. Lagos provides markets, finance, services, technology, and international connectivity, while Ogun provides industrial space, manufacturing capacity, logistics, and room for expansion.
Together, they constitute one of Nigeria’s most important engines of economic activity.
Why Special Status Is Necessary
The rapid growth of this corridor has also created challenges that cannot be effectively addressed by either state acting alone.
Millions of Nigerians live, work, trade, and conduct business across the Lagos-Ogun boundary. Workers commute daily between the two states. Industries in Ogun depend on Lagos for access to markets, ports, and financial services. Businesses in Lagos increasingly depend on Ogun for industrial expansion, warehousing, housing, and logistics.
Yet infrastructure, transportation, environmental management, housing, and urban planning remain largely divided along administrative lines.
The result is congestion, rising business costs, pressure on housing, inadequate connectivity, and inefficient use of land and infrastructure.
Your Excellency, the economy has already integrated these two states; government policy should now catch up with economic reality.
A Lagos-Ogun Economic Development Framework
I respectfully propose that the Federal Government establish a Lagos-Ogun Special Economic and Development Framework with the objective of transforming the corridor into a globally competitive industrial, commercial, and logistics hub.
Such a framework could include the following:
- Integrated Transportation: Accelerated development of rail, road, and mass-transit systems linking Lagos and Ogun’s residential, commercial, industrial, and port corridors.
- Industrial Expansion: Strategic development of manufacturing and industrial clusters in Ogun, supported by reliable electricity, water, logistics, and digital infrastructure.
- Investment Incentives: Targeted incentives for businesses that create employment, increase exports, promote local content, and strengthen Nigerian supply chains.
- Joint Metropolitan Planning: Coordinated policies for housing, land use, transportation, environmental protection, and urban development.
- Power and Infrastructure: Special federal intervention to ensure reliable electricity, water, and other essential infrastructure for industrial and commercial activity.
- Trade and Logistics: Development of an integrated logistics network connecting industrial centres with Lagos ports and major national and West African markets.
- Technology and Innovation: Linking Lagos’s technology and services ecosystem with Ogun’s manufacturing base to promote smart manufacturing, digital commerce, and innovation.
- Employment and Skills: Establishment of programmes to equip young Nigerians with the technical and professional skills required by industries within the corridor.
A National, Not Merely Regional, Investment
Your Excellency, the strategic importance of this proposal extends beyond Lagos and Ogun.
A stronger Lagos-Ogun economic corridor would increase Nigeria’s productive capacity, reduce logistics costs, strengthen domestic manufacturing, attract foreign direct investment, expand the tax base, and create millions of direct and indirect employment opportunities over time.
It would also strengthen Nigeria’s position as a gateway to the wider West African market.
Rather than concentrating economic expansion exclusively within Lagos, coordinated development would enable Ogun to absorb more industrial and residential growth while allowing Lagos to consolidate its position as a premier centre for finance, technology, commerce, and international business.
This would create a balanced metropolitan-industrial system in which both states grow together, rather than placing unsustainable pressure on one.
A Legacy Opportunity for the Renewed Hope Agenda
Your Excellency, your administration has undertaken difficult economic reforms with the objective of placing Nigeria on a stronger and more sustainable growth trajectory.
The next step should be to translate these reforms into highly visible economic transformation.
A Lagos-Ogun Special Economic and Development Framework could become one of the signature economic initiatives of the Renewed Hope Agenda – a practical demonstration of how infrastructure, industrialisation, investment, and intergovernmental cooperation can combine to create prosperity.
It could become Nigeria’s answer to the world’s most successful economic corridors: places where infrastructure and policy are deliberately aligned to allow businesses, workers, and capital to move efficiently and productively.
A Call for Presidential Leadership
I therefore respectfully appeal to Your Excellency to initiate high-level consultations involving the Federal Government and the Governments of Lagos and Ogun States, with a mandate to develop a comprehensive framework for the proposed special status.
Such an initiative could begin with a detailed economic and infrastructure assessment of the Lagos-Ogun corridor, followed by the identification of priority projects, financing mechanisms, investment incentives, and appropriate institutional arrangements.
The objective should be clear: to transform the Lagos-Ogun corridor into one of Africa’s most competitive centres of manufacturing, commerce, innovation, and logistics.
Your Excellency, Nigeria possesses enormous human and economic potential. Our challenge is to create the systems and infrastructure that allow that potential to flourish.
Lagos and Ogun already possess many of the ingredients required for such transformation. What is needed now is strategic coordination, visionary leadership, and deliberate national investment.
I respectfully urge Your Excellency to seize this opportunity.
Granting special economic and development status to Lagos and Ogun would not be a favour to two states. It would be an investment in Nigeria.
It would create jobs for our young people, strengthen Nigerian industry, attract investment, expand government revenue, improve regional trade, and reinforce Nigeria’s position as Africa’s leading economic power.
History will ultimately judge governments not only by the reforms they introduced, but by the economic opportunities they created for generations yet unborn.
This proposal offers Your Excellency an opportunity to leave a lasting legacy by transforming an already vibrant economic corridor into a globally competitive engine of Nigerian prosperity.
