FCID Annex Alagbon Gets New Boss

The Police Service Commission ,Chair by a former Inspector General of Police Solomon Arase CFR has approved the appointment of an Assistant Inspector General of Police Yahaya S Abubakar, mni . It should be noted that this is pious to the promotion of AIG Frank Mba to Deputy Inspector General of Police.

There must not be any lacuna and the immediate recommendation and approval of AIG Yahaya S Abubakar is a welcome development . As he’s regarded as an officer per excellence going by the intimidating track record accorded in the lines of duty as one of the finest cop in the country. It’s therefore expected that Force Criminal Investigation Department, Annex Alagbon Lagos is going to experience significant improvement.

On assumption of office on 27th of June, 2023 he briskly convene a meeting where he unleashed the new agenda to the men and personnel of FCID Annex Alagbon. A man noted for strict , discipline disposition in discharge of official duties demanded no less in the eyes of the discerning.

He highlighted his cardinal objectives , disseminated to the heads of various police department. The interaction is to achieve the following. As the new AIG, to interface with the head of various departments as Strategic Managers and Administrators of the various Sections of the FCID Annex, Lagos.

To assess and review the current status of the Department, using the SWOT Analytical Tool for the exercise. The interaction will give the opportunity to evaluate the performance of the Department, and its contribution to the overall National Security in the Country. It will also enable it to identify the gaps and challenges facing the Department, as well as adopt viable measures to address them. “It is therefore, instructive to note that moving forward, we will continue to hold similar meetings to assess the contribution of the Department, within the larger mandate of the Nigeria Police Force, on monthly basis”. The AIG assured the Police officers.

The interaction is to serve as “an avenue to lay out the major Policy Trust, as the New Head of the Department. Suffice it to state that most of these Policy Guidelines will be issued as ‘Orders and Directives’ from time to time, through the Office of the CP Administration, for circulation and compliance”. The new AIG unfold this to the departmental heads.

He appealed to the men to strengthen the integrity of the FCID Annex Alagbon which it is known for . The mandate and objectives of the NPF is statutorily provided in Section 2 of the Police Act 2020, while those of the FCID are captured in Section 315 of Police Regulations, CAP P-19 of the LFN 1990, and other existing FCID Circulars. In order not to be at variance with the existing Legal Frameworks, the Mission of the new Leadership is aligned with the legal mandate of the NPF. AIG Abubakar revealed how to rebuild confidence and working framework in accordance to Police Acts to suit the order and directives of the Inspector General of Police Olukayode Adeolu Egbetokun PhD NPM.

AIG YAHAYA S. ABUBAKAR, mni, psc, fsfsn, BL, FIoDN, FCIPAN, MNARC capacity in service delivery is not in doubt, a lawyer by profession. A brief glance into his resume speak volumes of the robust contribution he has made for a better policing in Nigeria and across the globe.

The Profile:

The new Assistant Inspector General of Police in-charge of FCID Alagbon Close is an indigene of Uba Town, in Hong LGA of Adamawa State.

He is a Member of the National Institute for Policy and Strategic Studies, Kuru, having attended the Senior Executive Course 44 in 2022.

He holds a Bachelor of Laws (LLB. Hons) Degree from Ahmadu Bello University, Zaria. He is also an alumnus of the Nigerian Law School, Victoria Island, Lagos, where he obtained a Barrister at Law Certificate (BL).

He enlisted into the Nigeria Police Force, as a member of Cadet ASP Course 17 in May 1992.

Over the years, the AIG has served in different capacities across the country. In the course of his illustrious career in the Nigeria Police Force, the AIG has held many strategic positions, including but not limited to the following: –

✓ AIG Zone 15 Headquarters, Maiduguri (Jan – June 2023);

✓ Commissioner of Police, Yobe State (Sept. 2019 – Dec. 2021);

✓Commissioner of Police, Community Policing Unit, Force Headquarters, Abuja (April – Sept, 2019);

✓ Principal Staff Officer (PSO II) to the Inspector General of Police (August 2014 – August 2015);

✓Legal Adviser to the Honourable Chairman, Police Service Commission (PSC) and Police Liaison Officer to the Commission (2008 – 2012);

✓ Deputy Commissioner of Police in-charge of Legal Unit, Force CID Abuja (2017);

✓Deputy Commissioner of Police in-charge of State CID Port- Harcourt, Rivers State (2015 – 2016);

✓ Deputy Commissioner of Police in-charge of Operations, Kaduna State Command (2018 – 2019);

✓ He has also served as the Deputy Commissioner of Police in- charge of the Department of Administration in Kogi and Plateau States Commands between 2016 to 2017, and 2017 to 2018, respectively; just to mention just a few.

The AIG has also served in two
(2) International Peace Keeping Missions, including the United Nations Mission in Liberia (UNMIL) and the African Union Mission in Somalia (AMISOM), where he served as a Senior Police Adviser to the Somali National Police. He is also a member of various professional bodies, including the following:

✓ Member, Alumni Association of the National Institute (for Policy and Strategic Studies) – AANI;

✓Fellow of the Chartered Institute of Public Administration of Nigeria (FCIPAN);

✓ Fellow of the Institute of Directors, Nigeria (FIoDN).

✓ Member, Nigerian Army Resource Center (MNARC);

✓ Fellow, Security & Forensic Studies, Nigeria (FSFSN); and

✓Member, Advanced Peace & Reconciliation Center of Nigeria (MAPRCN).

The AIG is a recipient of many Awards and Commendations for excellence and meritorious service, both at home and abroad. He was deployed as the new AIG FCID Annex, Alagbon Close, Lagos on the 16th of June 2023 and assumed duty on Monday, 27th.

The new AIG FCID Alagbon Close, Lagos, AIG. Yahaya S. Abubakar, mni. is expected to not only reposition the highly rated Force Criminal Investigation Department Annex Alagbon Lagos but take it to greater heights beyond the present reality knowing full well of the police hierarchy entrusting one of the finest police formation in his hand which many concluded that the appointment is a round peg in round hole.
